The world is currently facing many ecological challenges that relate to questions of resource scarcity, pollution, climate change, and risk. These issues are amplified in fragile island communities. In this context, how should society and governments anticipate the future of citizens? And what plans should be made? The 'Toolbox' offers a complement to land use plans that might end up 'sitting on a shelf'. It offers a process, rooted in fieldwork which is both active and reflexive, descriptive and prescriptive.
